Para 2010 existían 90 mil tomas ilegales a la red de gas de Maracaibo. Expertos aseguran que este año la cifra es mayor y que por esto la ciudad se convierte en “una bomba de tiempo”. Como añadidura, solo está habilitada una cuadrilla de empleados para atender las necesidades que se presenten en las 18 parroquias de la capital zuliana.
La información la aporta Howard Urdaneta, inspector de gas y secretario general del sindicato del Servicio Autónomo para el Suministro de Gas (Sagas); ente responsable de la distribución y operación de la red de gas doméstico y comercial.
Urdaneta comenta que esa única cuadrilla es privada y fue contratada por el Sagas para intentar dar abasto a toda la ciudad y corregir escapes o fugas pequeñas. Indicó que unas 17 subestaciones de gas poseen reguladores que están vencidos y que el 75 % del servicio es “deficiente”.
Según reportes de los afectados, los sectores en los cuales se registra mayor cantidad de fugas son: San José, Cañada Honda, Veritas y 1° de Mayo; mientras que en zonas como Belloso y Pomona, especialmente en el Conjunto Residencial El Pinar el servicio escasea
Para el año 2013 los reportes por fugas en la ciudad eran de hasta 300 por mes; para un total de 3.600 al año, según Howard Urdaneta.
Nueve años sin inspección
Urdaneta comentó que en 2008 Petróleos de Venezuela S. A. (Pdvsa) realizó la que sería la última exploración técnica a la red de gas de la ciudad. En el informe se detalla que Maracaibo cuenta con un anillo de distribución periférico con 57 kilómetros de longitud de forma subterránea –con tuberías de acero al carbono revestidas en polipropileno– y redes de distribución de aproximadamente cinco mil kilómetros.
Tras la investigación de campo se halló que la mayoría de las válvulas del sistema tenían baja operatividad y carecían de acciones de mantenimiento (como la lubricación); presentando fugas de gas “de magnitud considerable” y no se contemplaron válvulas para el seccionamiento en casos de emergencias, según se asienta en el estudio.
Como agravante, el gas no se encontraba odorizado, es decir, no fue mezclado con productos de olor especial que permitieran su detección. En ese entonces, la mayoría de las tanquillas no poseían tapas que las cubrieran y estaban llenas de escombros.
En cuanto a las estaciones, la mayor parte era subutilizada: el gas era desviado para evitar caídas de presión en sus componentes, filtros, separadores, reguladores y medidores.
El inspector Howard Urdaneta explica que el descuido en el mantenimiento preventivo y correctivo que el Sagas debe ejecutar se debe a que en la empresa no hay suficientes vehículos.
“El personal obrero se encuentra parado y 28 de ellos cobran sin trabajar debido a la falta de equipos desde hace dos años”, expresó, al tiempo que agregó que debido a que solo opera un vehículo del Sagas en toda la ciudad, el tiempo de respuesta de la cuadrilla es de hasta dosaños.
Lluvias afectan al sistema
Urdaneta explicó que las abundantes precipitaciones, así como las fugas en las tuberías de agua, impiden el envío de gas al colarse por los ductos.
Para ejemplificar la situación, Urdaneta esbozó que la red de gas de Maracaibo puede compararse con una manguera con hoyos pequeños que se intentaron cubrir con bolsas de plástico; pero la presión del agua hace que esta salga, a pesar del torniquete. “En el caso de las tuberías de gas subterráneas, algunas personas improvisan repararlas con tripas; pero siempre se pueden escapar por allí fugas y, al llover, se empeora la situación”, dice.
Sectores sin gas
Marcelina Giustin, del sector Primero de Mayo, todas las semanas sufría por el servicio de gas. Lleva 60 años viviendo en el lugar y desde hace más de una semana no sale nada de gas en su cocina.
“El problema empeoraba al mediodía; está afectada buena parte de la avenida 24-E con calle 83-A”.
Su hermana Xiomara Giustin también vive en la zona desde que nació, hace 58 años. Actualmente cocina con un reverbero que tuvo que comprar porque desde que comenzaron los problemas se le pasmaban el arroz y los plátanos.
Aldrin Uzcátegui vive en el barrio Nueva Independencia; específicamente en la avenida 82 con calle 94-A. Cocina con la ayuda de un horno microondas y de una arrocera que le facilitó su madre, hace un mes, cuando dejó de disfrutar del servicio de gas.
Explosiones
Ledy Fernández, residente del sector Bajo Seco, re rió que hace un mes explotó una bombona de gas que conectaba en su casa y que tuvo que comprar por no contar con el servicio. El incidente le generó quemaduras en una de sus piernas.
“No contamos con una red de gas segura, la red de gas de Maracaibo está en riesgo con tantas fugas”, advierten empleados del Sagas.
